[MOAB-dev] FileOptions

Aha, good question.  Yes, they look similar to what's in section 5.2 of the user's manual, 
http://www.mcs.anl.gov/~fathom/moab-docs/html/contents.html#fivetwo.  I'll make a ticket to document this, now that it's 
in the public API.
