Your site definition should look like this:

<jobmanager universe="vanilla"                                              
url="ruth.cs.sunyit.edu:8443/wsrf/services/ManagedJobFactoryService"            
major="2" minor="2" patch="4" /> 

should have major="4" (assuming you are using GRAM4/WS-GRAM on 
ruth.cs.sunyit.edu - the URL makes it look like you are)
