[Swift-devel] {env.HOME} not working in sites file in 0.95-RC6 ?

Hi Mike,

Environment variables in sites.xml no longer works in 0.95. There was a
brief discussion about it in
https://bugzilla.mcs.anl.gov/swift/show_bug.cgi?id=423.

The test suite uses sed to replace {env.*} values, so I don't think it gets
tested directly.
