[Swift-devel] {env.HOME} not working in sites file in 0.95-RC6 ?

It seems like, in 0.95-RC6,  "{ }" substitution in sites.xml does not work.

A run with this fails:

<workdirectory>{env.HOME}/swiftwork</workdirectory>

while this works:

<workdirectory>/clhome/WILDE/swiftwork</workdirectory>

I'll need to isolate a simple test case, and search bugzilla, but was 
wondering if this is a known issue?

Is it tested in the test suite?
