[Swift-devel] tests changes

The local dir was the default when running suite.sh in tree mode (-t).
It is how I test non-trivial changes. Compile, cd tests, ./suite.sh -t
groups/group-all-local. That should work whether or not it is used for
the wider battery of tests.
