[Swift-devel] duplicated job submission in swift-0.92?

Turns out I was lying. This bug was also in trunk (not any more as of
swift r4381).

I didn't notice it because my local copy didn't have it. So I must have
fixed it and have been aware of it in trunk, but never committed the
fix. I apologize for the mess.
