This just appeared in CHANGES.txt:

It probably shouldn't be there.

You can use UTC for timestamps if you want by setting the unix timezone to 
that (either system-wide or in TZ to override per shell); similarly any of 
the other 500 or so timezones can be used in the same way. That's the same 
way it works for pretty much all other unix programs.
