[petsc-users] Configure error after upgrading GCC

The fix for petsc build error with openmpi-4.0.0 is in branch 'barry/remove-mpi-handler-function/maint'

You can always get petsc to build mpich or openmpi - with --download-mpich or --download-openmpi
