[petsc-users] VecGetArray2d from Fortran

Can VecGetArray2d be used from Fortran? The Fortran related
documentation is a bit sparse for those functions.

I use a lot of VecGetArrayF90 calls, but I'm switching to an
interlaced variable format, so it would be convenient to have access
to a multi-dimensional array format.
