[petsc-dev] error with karlrupp/fix-cuda-streams

OK, I deleted the arch directory and stared over and it seems to be correct:
#define PETSC_VERSION_BRANCH_GIT "(detached from
origin/balay/fix-mpiexec-shell-escape)"
#define PETSC_VERSION_DATE_GIT "2019-09-25 15:53:38 -0500"
#define PETSC_VERSION_GIT "v3.11.3-2242-gcb53a04"
I have a kind of complicated workflow here so I might have dropped
something earlier but I verified that this file has this correct version.
