[petsc-dev] adding Report Typo and Errors link to manual pages

so 'mailto' is no good.
and just adding text "report errors to petsc-maint at mcs.anl.gov"
doesn't improve on status-quo.
so 'web submission form' would be the prefered thingy? I'll have to
check if thats feasiable..
