[petsc-dev] adding Report Typo and Errors link to manual pages

But if the user has to submit the error info by emailing manually, would
you likely lose some of the info you are trying to capture automatically?

Good call, but lose the fluff:

  "report errors to petsc-maint at mcs.anl.gov"
