Not unless there is a way to change this dll name in [some relevant
section of] libpetsc.dll.a.

There is a reference in http://cygwin.com/cygwin-ug-net/dll.html to 'dlltool'
[I see it can create .dll.a - but I don't see a mention of modify it]
