[petsc-dev] Calls to DMCreateFieldIS missing from fieldsplit.c

Hmm, I haven't tested it, because by the time I got around to using that
hook, it was gone :-)
I have libMesh code ready to hang on this hook, so I can test both, I
guess.  It should work through MOOSE as well --
with command-line controls.
