changes to plapack usage in petsc-dev

Dear Barry:

Did you test them? I want to use this function. However, I am wondering
whether there is some bugs in Petsc-dev. In addition, is it easy to convert
the version from 2.3.3-p8 to petsc-dev? thanks a lot.
