To use threads on Windows, you need to select the multithreaded socket
channel as described here:

PS: If MPI_Init_thread returns MPI_THREAD_SINGLE, it is not safe to run as
if it is thread_multiple.

Subject: [MPICH] Multithreading on Windows

We are using MPI_THREAD_MULTIPLE on Windows and seem to be having some
success but also some troubles which we are thinking might be related to the
threading on Windows.

I know MPI_THREAD_MULTIPLE is only a request and, in fact, MPI_Init_thread
always returns MPI_THREAD_SINGLE. But we seem to be able to operate
multi-threaded in some instances.

Does this make sense? Why would it work sometimes and not others? Should
we dump the Windows platform altogether?
