We could define a CGM_EXT_DEFS variable in the configure script that
combined the HAVE_ACIS, HAVE_OCC, etc. stuff.  My original thinking was that
this shouldn't be necessary because only the init code needs to know that
stuff if all the tests and such use the init code.
