[AG-TECH] Winnov Videum 4400 VO Xpress video capture card

Sorry I was supposed to meant VideoProducerServiceHD instead of
VideoProducerServiceH264. But anyway, I had this weird problem where the
native win32 vic.exe for both the VideoProducerServiceHD and
VideoConsumerServiceHD doesn't start unless I run it as "Administrator". But
I think that should be another problem.
