[AG-TECH] default ttl for VideoConsumerServiceH264

hi,

it seems like the default TTL is 16; can this be changed to 127?
where do i change it manually for Windows?

i'm in a situation where i can see the videos in the Producer vic
but can't receive anything in the Consumer vic.
