[AG-TECH] Starting VIC & RAT manually

Yes, the results were the same when launching these from the command
prompt window. I have since launched from a batch file with complete
success. After a little more exploring I will polish the batch file so
as to be a little more flexible.
Thanks to all who responded. This will enhance our use of the Access
Grid.
