[AG-TECH] IGMPv3, Source Specific Multicast, fully supported in Windows XP

I've cc'd the OM developers list, since these are things that would be
useful to capture in the hearts and minds of those working on the tools.

I think Jeff has a good point :-), but I think it's probably only a
matter of doing some specific fiddling inside vic to make it work.
