Another NT vic release (2000-0613)

I snagged a bug that was causing a bunch of vic crashes. I encourage folks 
to try it out again. Update links on the software download page.

Folks that have been having perf problems with the new version, please try 
this too. It may be that it was another manifestation of that bug.

If you are still getting crashes, please install the DebugView app that is 
also available on the download page. It will log the debug output from vic 
and may help pinpoint the problem.
