[AG-TECH] New Windows software drop

I've packaged up new windows software zips. These are mostly to package up 
the latest vic.

There is one change in the vic snapshots: they now include both the 
DirectDraw and non-DirectDraw versions, and extract to the right place (if 
you take the defaults on the self-extracting exe, or extract to c:\ if you 
use the .zip).

For those participating in the SciDAC meeting, these include the Rijndael 
support.
