Well foo. I don't know why this has just now started cropping up. (you're 
the second person to have this problem).

In any event, a workaround is to download

http://www-unix.mcs.anl.gov/~olson/AG/Software/NT/win-dlls.zip

and extract msvcp60.dll into c:\agapps\ooc\bin.
