[URGENT] Proposal on traffic limitations

At ACCESS-DC though we will be sending 3 video streams.
Only one needs to be at the high frame rate that ANL uses.
This window will be called ACCESS-main. I'll turn the 
frame rate down on the other two streams, and lower the
ACCESS-main stream during the Moscow participation.
