System-level preferences

That is a good idea. I have 2 solutions in mind:
1. Separate dialog for system preferences.
Pros: Easy to reuse and scale.
Cons: What about options that overlap like logging. Users would be
confused if they have to open 2 different dialogs to deal with preferences.
2. An additional "System" option in the list to the left in the
preferences dialog with its own panel that can be reused in other
components.
Pros: All preferences at the same place.
Cons: If we have a lot of system preferences, this will scale poorly.
Also, we still need to do some additional UI work to add the panel to
another dialog.
I like alternative 1 better but I have to think about it some more.
