virtual venues - institution roms

sounds like a plan... especially step 3, need a deadline for folks to take in

there are just a few special cases/sites we need to address (I probably 
just need to understand relationship of certain sites to our bridging or 
1.x needs and why)

also, 2.x server still goes down a few times a week - I don't think people 
necessary jump to 1.x as a backup, but we kinda need to address this 
stability before some of those steps
