virtual venues - institution roms

It's becoming less know-able, since most people are using NCSA scheduler to
schedule events, even for our venues.

However, I think it would be pretty reasonable to move the institutional
venues to an institutional server (ag2) and host the old ag1 venues on the
ag2 production server (since the number of them is fixed anyhow).

This allows the slow expansion of the "main" venues anl hosts and arbitrary
expansion of the "services" (aka institutional venues) that we host.

Here's a proposal:

Step 1, Immediately put a moratorium on creating any more ag1 spaces.

Step 2, Immediately, turn off any new registrations for our ag1 bridge.

Step 3, Start an email, testing, and publicity campaign with the 2.2.
release that informs the community of the impending shutdown of the AG1
infrastructure.

Step 4, Labor Day: turn off ag1 institutional venues, they're available via
ag2

Step 5, Dec 1: Turn off the rest of the AG1 venues and the bridge server for
it.
