about mkl_p4p.dll not found

MLK is installed in \petsc-2.3.2-p3\externalpackages? Sounds like a
nonstandard install of MLK.

Yes - on windows the location of all .dll files that are used should
be set in PATH env variable. The MLK installer should probably do this
automatically.
