Your bsmith at mcs.anl.gov is already used as your OpenID, I've seen this
already. You don't have to use it. I'm just saying it's the easiest way to
share the petsc account.

I already provided the answer for how to share responsibility. This
stupidity is nothing more than you not wanting to use OpenIDs, which
actually you already use. Feel free to create as many private repos under
your BarryFSmith account and organize on your local disk however it pleases
you.
