Well, 2003 is a -current- standard, rather than upcoming.  And Fortran
standard changes are bigger these days than other languages.

Yes.  Specifically, it appears that you can label a function as mapping
to a C function -and- specify the mangled name that you want (i.e., no
mangling, though I haven't read carefully enough to know whether this is
the default or not).
