Release to-do item

I question whether this is necessary.  We don't have equivalent action items for other upcoming language standards.  We 
do have separate versions of fortran tests for 77 and 90, but only because 90 enables free source format.  Are there any 
presentation-like features enabled with 03 that justify a separate test?

On the standards thing, do you know whether they've resolved things like case and underscores in those interoperability 
features?
