It looks like this comes from having a malformed sites.xml file - you need
to have your single <pool> element inside a <config> element (see the
example in the Swift release).

I am able to get the same error as you here by removing <config>.

This is a terrible error message, so I will put in a bug report for it to
be made more meaningful.
