[Swift-devel] Need new cobalt provider for BG/Q

We discovered today that the current cobalt provider needs to be
converted from using cqsub to the BG/Q's version of Cobalt qsub.
This seems like an excellent opportunity to use the new templated local
scheduler provider.
Mihael, can you provide instructions for how to do this?
As I recall, the prior info you sent regarding this (when you first
developed this feature) needed further clarification.
