We discovered today that the current cobalt provider needs to be
converted from using cqsub to the BG/Q's version of Cobalt qsub.<br>
<br>
This seems like an excellent opportunity to use the new templated
local scheduler provider.<br>

Mihael, can you provide instructions for how to do this?<br>
<br>
As I recall, the prior info you sent regarding this (when you first
developed this feature) needed further clarification.<br>
