[Swift-devel] tests changes

Indeed, we should query swift-devel before making changes with potential negative impact (like removing or deprecating  features, tests, docs etc).

Regarding the tests removed: all the clusters there are still active. Maybe just move ones for which the tests are not yet usable to "pending/" or similar?

Im not sure why beagle, local, local-coaster were on the list?
