[Swift-devel] wrapper staging

There has been some discussion in the past where we agreed that it might
be a good idea to try a staging mechanism in which the wrapper (or some
other entity on the worker node) does the staging.

I added a skeleton for that in trunk. The relevant files are
vdl-int-wrapper-staging.k
and _swiftwrap.wrapperstaging.

There is a basic implementation that recognizes "file://" URLs and does
a cp for stage-ins and outs.
