[Swift-devel] svn commits and changelog

just wanted to send out a reminder to all the developers that when
committing code to svn, if you want your commit comment to make it into the
changelog for the next release it should begin with "note:"

this has been discussed in the past and came up again today but i thought it
was worth mentioning on the list.
