I changed the logging control as follows:
- removed the 16 worker check
- control using task attribute/coaster service setting (in Swift this would be
something like: <profile namespace="globus"
key="workerLoggingLevel">DEBUG</profile>).
- "OFF" and "NONE" both mean the same thing (nothing is logged and no log file
is created).

This still relies on environment variables. If the PBS provider has a problem
with passing environment variables, please file a bug report for the PBS
provider.
