This should happen even without the debug=true flag in e.g.
etc/providers-pbs.properties.

Its possible that what Im seeing (ie that these files are not being retained)
is due to the fact the its a coaster worker job launch that Im current;y
debugging. But currently I need to keep setting debug-true to get these files
retained when the coaster worker job launch fails.

Its possible that the desired file retention is happening correctly for
ordinary PBS jobs.

Same applies to Condor and SGE local scheduler providers, and ideally to Globus
provider jobs.

Also the debug=true flag should be documented in a User Guide "Troubleshooting"
section.
