Separately from running with GRAM, you can submit from Swift directly to 
PBS from any of your cluster nodes that you can use PBS's qsub/qstat 
commands. That will remove one layer of complexity from your setup, 
although it will require you to run Swift from within your cluster rather 
than from some other host.
