For the most part, that graph you pasted is showing that Swift has 8000 
jobs sent to the queueing system (local execution provider and falkon). It 
does not indicate whether they are actually running on a CPU or not - 
neither of the two mechanisms swift has to collect that information are 
implemented/working in this run.
