[Swift-devel] failure reporting

The commit at swift svn r1941 appears to beak application exception 
reporting - in revisions after that, log messages like this:

> jobid=echo-1ues4dti - Application exception: 

don't get reported any more.

That was 3 weeks ago. bleugh. I guess there should be some automated 
well-formedness tests for errors too...
