[Swift-devel] Falkon and Coaster support for MPI

Except that there are limits on how many jobs you can have in the Cobalt 
queue, mostly for policy reasons due to Cobalt not supporting fair-share 
scheduling.  The limits have been 2 jobs per user for a long time, and 
they have recently been raised to 6 jobs per user.  This obviously won't 
work with the policies in place today.
