'Connection refused' most likelyis a TCP-level connection error, so not as 
high in the stack as security. 


And indeed:

$ telnet grid-abe.ncsa.teragrid.org 2119
Trying 141.142.68.180...
telnet: Unable to connect to remote host: Connection refused

That is probably something to report to help at teragrid.
