[Swift-devel] badmonkey simple test app

I just put a simple workflow and supporting apps, 'badmonkey', into SVN.

This is an app intended to be something like a distributed hello world - 
simple enough to run without having to set up real applications.

It can exercise features like multiple site execution, staging in and out 
of data, restarting of failed jobs, job clustering, etc
