[Swift-devel] labelling things as new in the docs

In the docs, I have started labelling things introduced after 0.3 as 'new 
in 0.4', on the basis that the first main release that these features will 
arrive is 0.4.

If you are an SVN user, this actually means 'introduced sometime between 
0.3 and the not-yet-existing 0.4; the latest SVN should have that 
feature'.

This is an attempt to maintain one set of documentation that works for 
both the present release and the present SVN head.
