With a prefix build - think of PETSC_ARCH as an intermediate build location - before the final install at the prefix location.

And after 'make install' one should point  PETSC_DIR to this prefix location [if using PETSc formatted makefiles] - and PETSC_ARCH is not used (or required) anymore.
