I'll say - try the basic build [with recommended compilers/mpi] and send it over.
bluewaters appears to be cray-xe6 - same as nersc-hopper - with default pgi compilers?
petsc/config/examples/arch-cray-xt6-pkgs-opt.py is what we used
previously to install the nersc machine.
