[petsc-users] Makefile in distributed-memory machine

Make sure to set your environment variables PETSC_DIR and PETSC_ARCH, or
send them on the command line every time you run make:

$ PETSC_DIR=/path/to/petsc-dev PETSC_ARCH=arch-debug make ex29
